{"id":1366,"date":"2021-08-18T19:42:09","date_gmt":"2021-08-18T19:42:09","guid":{"rendered":"https:\/\/voterpurgeproject.org\/?p=1366"},"modified":"2022-09-08T23:30:11","modified_gmt":"2022-09-09T04:30:11","slug":"the-cybersecurity-202-election-officials-are-pushing-back-against-partisan-audits-launched-by-trump-allies","status":"publish","type":"post","link":"https:\/\/voterpurgeproject.org\/index.php\/2021\/08\/18\/the-cybersecurity-202-election-officials-are-pushing-back-against-partisan-audits-launched-by-trump-allies\/","title":{"rendered":"The Cybersecurity 202: Election officials are pushing back against partisan audits launched by Trump allies"},"content":{"rendered":"\n<p>By: <a href=\"https:\/\/www.washingtonpost.com\/people\/joseph-marks\/\">Joseph Marks<\/a> <\/p>\n\n\n\n<p>Anchor of The Cybersecurity 202 newsletter Today at&nbsp;7:28 a.m. EDT44 <em>with Aaron Schaffer<\/em><\/p>\n\n\n\n<p>The battle lines are hardening between the vast majority of election officials who\u2019ve spent months validating and defending the results of the 2020 election and former president Donald Trump&#8217;s supporters, who are still challenging those results without evidence and demanding new reviews.<\/p>\n\n\n\n<p>One such&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/politics\/2021\/05\/24\/cybersecurity-202-maricopa-county-is-showing-how-not-audit-an-election\/?itid=lk_inline_manual_4\">partisan and poorly run review<\/a>&nbsp;started months ago in Maricopa County, Ariz., but it has&nbsp;<a href=\"https:\/\/news.yahoo.com\/arizona-senate-president-says-maricopa-001200222.html\">not yet produced<\/a>&nbsp;any results. Partisans are pushing other audits in&nbsp;<a href=\"https:\/\/madison.com\/news\/state_and_regional\/govt-and-politics\/8-things-to-know-on-wisconsin-republicans-election-subpoenas\/article_ac41b94a-f940-11eb-989a-5f6ade098420.html\">Wisconsin<\/a>&nbsp;and elsewhere.&nbsp;<\/p>\n\n\n\n<p>The coalition of top state election officials is&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2021\/08\/17\/election-officials-call-for-audit-guidelines-after-trump-fueled-surge-505562\">pushing back<\/a>&nbsp;by endorsing a how-to guide for post-election audits that criticizes reviews like Arizona&#8217;s that are run on a partisan basis and by private companies without ample experience in the field.&nbsp;<\/p>\n\n\n\n<p><strong>Election officials fear the drumbeat of baseless allegations about election hacking and fraud from Trump allies will dampen faith in future election results and maybe in the democratic process itself<\/strong>. Ironically, the assault comes after a&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/politics\/2020\/08\/27\/cybersecurity-202-dhs-will-run-war-room-week-or-more-protect-november-election\/?itid=lk_inline_manual_7\">four-year election security surge<\/a>&nbsp;that made 2020 by far the most secure against hacking in decades.&nbsp;<\/p>\n\n\n\n<p><strong>\u201cI\u2019m terribly distressed about what this has done to the public\u2019s perception of elections,\u201d Ann S. Jacobs<\/strong>&nbsp;(D), chair of the state Elections Commission in Wisconsin, told me.&nbsp;<strong>\u201cIt erodes the faith of the electorate in their elected leaders. It justifies violence and threats of violence against election workers. America has always prided itself on its orderly transition of power and these fake accusations are undermining that<\/strong>.\u201d<\/p>\n\n\n\n<p>Rep. Janel Brandtjen&nbsp;(R), leader of the state Assembly&#8217;s elections committee,&nbsp;<a href=\"https:\/\/pbswisconsin.org\/news-item\/calls-for-forensic-audits-of-2020-vote-splits-wisconsin-republicans\/\">issued subpoenas<\/a>&nbsp;to two of the state\u2019s largest counties, Milwaukee and Brown, demanding they turn over their voting machines to the legislature for review.&nbsp;<\/p>\n\n\n\n<p>It\u2019s not clear how much force those subpoenas have because they lack support so far from Assembly Speaker Robin Vos (R). Milwaukee County Clerk George Christenson (D) told me in a statement that he\u2019s \u201creviewing the subpoena we received with regard to its validity,\u201d but he declined to comment further. Brandtjen didn\u2019t respond to a request for comment.&nbsp;<\/p>\n\n\n\n<p>Gov. Tony Evers (D) has&nbsp;<a href=\"https:\/\/apnews.com\/article\/joe-biden-wisconsin-bills-0cea1949353b9ebd3f4538e9407683c4\">called<\/a>&nbsp;the Maricopa audit a &#8220;clown show&#8221; and said Wisconsin county officials\u2019 response to the audits should be \u201chell no.\u201d<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">But the effort is nevertheless fueling partisan rancor and doubts about the Wisconsin results.&nbsp;<\/h5>\n\n\n\n<p>Trump sent a&nbsp;<a href=\"https:\/\/twitter.com\/MollyBeck\/status\/1425930287020658688\">note to reporters<\/a>&nbsp;praising the audit and poking at Vos. \u201cHopefully Republican Speaker Robin Vos has the integrity and strength Wisconsin needs to support Rep. Brandtjen\u2019s efforts. Our Country is counting on it!\u201d he wrote.&nbsp;<\/p>\n\n\n\n<p><strong>Wisconsin Election Commissioner Robert F. Spindell Jr. (R), a supporter of the audit, told me public concerns about the election\u2019s legitimacy mean more reviews are necessary.<\/strong>&nbsp;He pointed to a&nbsp;<a href=\"https:\/\/law.marquette.edu\/poll\/\">Marquette Law School poll<\/a>&nbsp;that found 71 percent of Wisconsin Republicans aren\u2019t confident the state\u2019s election results were accurate.&nbsp;<\/p>\n\n\n\n<p>\u201c<strong>The question is more than is this concern legitimate or not. The issue is a huge number of people think there\u2019s a problem with the election<\/strong>,\u201d he said. \u201cIt seems to me we should try to do something to solve that rather than say, \u2018You don\u2019t know what you\u2019re talking about. You\u2019re all idiots. Believe us, everything was great.\u2019 \u201d<\/p>\n\n\n\n<p>Wisconsin\u2019s results, however, have already been validated by a machine review and hand recounts in Milwaukee County and Dane County, home to Madison. They\u2019re also in the midst of&nbsp;<a href=\"https:\/\/madison.com\/news\/state_and_regional\/govt-and-politics\/8-things-to-know-on-wisconsin-republicans-election-subpoenas\/article_ac41b94a-f940-11eb-989a-5f6ade098420.html\">two other reviews<\/a>&nbsp;\u2013 one led by the state\u2019s Legislative Audit Bureau and another by former state Supreme Court Justice Michael Gableman.<\/p>\n\n\n\n<p>Spindell recently attended the&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/politics\/2021\/08\/11\/cybersecurity-202-my-pillow-cyber-symposium-is-yet-another-font-election-fraud-lies\/?itid=lk_inline_manual_24\">cyber symposium<\/a>&nbsp;hosted by MyPillow CEO Mike Lindell, who has spun a broad and baseless conspiracy theory that China changed votes to steal the election from Trump. Spindell said he wasn\u2019t necessarily convinced by Lindell\u2019s full theory but came back convinced that \u201canything can be hacked.\u201d<\/p>\n\n\n\n<p>\u201c<strong>There\u2019s lying, cheating and stealing in every aspect of life and now all of a sudden in voting there\u2019s not? It\u2019s hard for me to believe<\/strong>,\u201d he told me.&nbsp;<\/p>\n\n\n\n<p>Election security experts generally argue that election hacking isn\u2019t impossible but that it\u2019s extremely difficult \u2013 and almost always requires hands-on access to every voting machines that&#8217;s successfully hacked.&nbsp;<\/p>\n\n\n\n<p><strong>That means it\u2019s exceedingly unlikely that anyone could alter enough votes to flip even a small election.&nbsp;<\/strong>If that happened it would almost certainly be caught by auditors, who could determine the true result by counting paper records of votes, which are available for about 95 percent of voting districts. &nbsp;<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">State election officials are banding together to push back against the partisan reviews.&nbsp;<\/h5>\n\n\n\n<p>The National Association of Secretaries of State voted to approve a slate of recommendations for post-election audits during its meeting this week. The&nbsp;<a href=\"https:\/\/www.politico.com\/f\/?id=0000017b-54bc-d449-a17f-dfbf589b0000\">recommendations&nbsp;<\/a>were first reported by&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2021\/08\/17\/election-officials-call-for-audit-guidelines-after-trump-fueled-surge-505562\">Politico<\/a>.<\/p>\n\n\n\n<p>They include:<\/p>\n\n\n\n<ul><li>Laying out strict timelines and procedures for how audits will be triggered and conducted before an election<\/li><li>Running audits through government bodies whenever possible rather than private companies<\/li><li>Being fully transparent about audit procedures<\/li><\/ul>\n\n\n\n<p><strong>Another recommendation<\/strong>: Don\u2019t let voting machines out of the custody of government officials where they could be infected with malicious software that could disrupt future elections. That&#8217;s the sort of hands-on access to voting machines that security experts genuinely worry about.&nbsp;<\/p>\n\n\n\n<p>The private firm conducting the Maricopa audit, Cyber Ninjas, violated that principle and the state is&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/politics\/2021\/07\/27\/cybersecurity-202-arizona-could-face-more-than-9-million-clean-up-bill-after-partisan-election-audit\/?itid=lk_inline_manual_39\">on the hook for $9 million<\/a>&nbsp;to replace the machines the company inspected.&nbsp;<\/p>\n\n\n\n<p>Spindell told me he\u2019d oppose any audit in Wisconsin that necessitated replacing voting machines. He said he\u2019d urge a compromise such as having a county\u2019s sheriff\u2019s office supervise machines while they were reviewed by a private company. &nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The keys<\/h3>\n\n\n\n<h5 class=\"wp-block-heading\">Israeli phone-cracking firm Cellebrite will set up an ethics committee and stop selling its technology to Bangladesh after human rights criticisms.<\/h5>\n\n\n\n<p>The decisions were probably caused by Cellebrite\u2019s plans to sell its stock publicly in the United States, Haaretz\u2019s Omer Benjakob and Oded Yaron&nbsp;<a href=\"https:\/\/www.haaretz.com\/israel-news\/tech-news\/.premium-israeli-phone-hacking-firm-cellebrite-says-has-chosen-to-halt-sales-to-bangladesh-1.10126301\">report<\/a>. The firm sells devices that extract data from locked phones to law enforcement. In Bangladesh, Cellebrite hardware was reportedly&nbsp;<a href=\"https:\/\/www.haaretz.com\/israel-news\/tech-news\/.premium.HIGHLIGHT-israeli-cellebrite-sold-spy-tech-to-bangladesh-death-squad-1.9603377\">used<\/a>&nbsp;by a paramilitary unit accused of torture.<\/p>\n\n\n\n<p>Digital rights groups in July&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/tech-business-surveillance\/israeli-surveillance-firms-nasdaq-plans-challenged-by-digital-rights-groups-idUSL8N2OO5IP\">asked<\/a>&nbsp;regulators and investors to pause Cellebrite\u2019s plans to go public until it made progress on human rights. The company stopped selling its technology to Hong Kong and China last year and ended its sales to Russia and Belarus this year, according to the&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/tech-business-surveillance\/israeli-surveillance-firms-nasdaq-plans-challenged-by-digital-rights-groups-idUSL8N2OO5IP\">Thomson Reuters Foundation<\/a>.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">BlackBerry held off for months announcing vulnerabilities in industrial software used in 200 million cars and other critical equipment.<\/h5>\n\n\n\n<p>BlackBerry first argued to government officials that the vulnerability didn&#8217;t infect its products. Later, the company said it could notify&nbsp;customers privately rather than making a public announcement,&nbsp;Politico\u2019s Betsy Woodruff Swan and Eric Geller&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2021\/08\/17\/blackberry-qnx-vulnerability-hackers-505649\">report<\/a>.&nbsp;<\/p>\n\n\n\n<p><strong>The story highlights the often-lengthy process before companies go public with detailed information about bugs in their products \u2014 delays that sometimes make customers more vulnerable.&nbsp;<\/strong><\/p>\n\n\n\n<p>Part of the difficulty is that BlackBerry didn&#8217;t know who many of its end-users were. The Cybersecurity and Infrastructure Security Agency argued that privately notifying just the company&#8217;s known customers would leave many others in the dark, according to a CISA presentation reviewed by Politico. Blackberry ultimately made the announcement publicly.&nbsp;<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">A Russia-linked influence operation targeted far-right 4chan users.<\/h5>\n\n\n\n<p>The long-running campaign called Secondary Infektion tried to stir outrage about the coronavirus on the unmoderated platform, CyberScoop\u2019s Tonya Riley&nbsp;<a href=\"https:\/\/www.cyberscoop.com\/secondary-infektion-russia-misinformation-4chan\/\">reports<\/a>. The campaign also tried to increase anti-Muslim sentiments, according to Recorded Future.<\/p>\n\n\n\n<p>The campaign is concerning because it utilized 4chan, a hotbed of domestic extremism, and calls for violence, according to Recorded Future\u2019s Brian Liston. \u201cWhether or not they help motivate or drive that behavior in other cases that we have not identified&nbsp;\u2026&nbsp;remains to be
